This lecture is for those whose driver’s license was revoked in the past and who want to take the driver’s license test again.


The following people are not qualified to take the test for their new driver's license without attending the Revoked License Offender’s Lecture:

  • Those whose driver’s license was revoked.
  • Those whose application for issuance of their driver’s license was refused due to the Refusal of License Issuance Measures.
  • Those who were prohibited from driving for more than 6 months because of a traffic offense they had committed while driving with their International Driving Permit.
  • Those who fulfil any one of the above conditions and whose driver’s license was revoked for drinking and driving or driving under the influence of alcohol must attend the Lecture for Revoked License Offender of an Alcohol-related Traffic Offense (See below).

The certificate of attendance of the Revoked License Offender’s Lecture is issued after the lecture. The certificate is valid for one year.

While the Revoked License Offender’s Lecture is provided at the Driver’s License Center or at 13 designated driving schools in Kanagawa Prefecture (see the table below), the Lecture for Revoked License Offender of an Alcohol-related Traffic Offense is provided only at the Driver’s License Center.


Applying for the Revoked License Offender’s Lecture

The lecture is provided at the Driver’s License Center or at the 13 designated driving schools shown in the table below. You need to make an appointment for the lecture by calling 045-364-1110. You can also visit the Driver’s License Center in person to make an appointment for the lecture (please bring your identification). Applicants themselves need to make an appointment by a phone call or a visit in person.

Details of the Revoked License Offender’s Lecture

Hours

If you attend the lecture at the Driver’s License Center, you must enter the lecture room by 8:30 AM. If you are late, you cannot attend the lecture.

If you attend the lecture at any one of the designated driving schools, the starting time of the lecture varies depending on the driving school. Please check the driving school’s schedule. If you are late, you cannot attend the lecture.

Location

1st floor of the Driver’s License Center (If you attend the lecture at the Driver’s License Center)

Please check with your driving school if you attend the lecture at any one of the designated driving schools.

Schedule

the 1st day lecture (7 hours): driving aptitude test, counseling, diagnosis of driving habit, etc.

the 2nd day lecture (6 hours): driving aptitude test, diagnosis of driving habit, etc.

* You are not allowed to attend the 2nd day lecture if you fail to attend the 1st day lecture.

Things to bring

  • A Certificate of Residence (住民票 Juminhyo) issued by the local government that shows your legal domicile (本籍 honseki) for Japanese nationals or your nationality for non-Japanese people. Photocopies are not acceptable.
  • An identification such as a valid resident card (在留カード zairyu card), special permanent resident certificate (特別永住者証明書 tokubetsu eijusha shomeisho), passport, health insurance card, student ID, or employee ID
  • A learner’s license (if you have one)
  • Two photographs taken within the last 6 months (3.0 in height ×2.4cm in width). The photos should show a close up of your face and the top of your shoulders with your head uncovered and with a solid color background.
  • You need to bring corrective lenses if you are required to wear them while driving. To drive an ordinary passenger vehicle or a motorcycle, you need to use corrective lenses if your eyesight is 0.7 or less according to Japanese eyesight scale. To drive a moped, you need to use corrective lenses if your eyesight is 0.5 or less according to Japanese eyesight scale.
  • A notification of Driver’s License Revocation (if you have one)

Clothes and shoes

You must wear clothes and shoes suitable for driving. You cannot attend the lecture if you are wearing a skirt, sandals, high-heels or geta (wooden Japanese sandals), etc. Suitable clothes are a long-sleeved shirt, long trousers, helmet, and gloves, etc. Please bring a raincoat if it rains.

30,550 yen (Please pay in cash on the 1st day)


About the Lecture for Revoked License Offender of an Alcohol-related Traffic Offense

Those whose driver’s license was revoked for drinking and driving or driving under the influence of alcohol must attend the Lecture for Revoked License Offender of an Alcohol-related Traffic Offense.

After attending the first lecture, you must attend the second lecture after approximately 30 days have passed from the first lecture. The certificate of attendance is issued to those who attended the lecture and it is valid for one year. By attending this lecture, you will be qualified to take the driver’s license test. The validity of this lecture is the same as that of the Revoked License Offender’s Lecture.

Note:

* If you absent yourself from the lecture on your designated day without notice, you must make a new appointment.

* You must not attend the lecture while intoxicated.

* Depending on your past offense records or period of punishment, you may not be qualified for the lecture at a driving school. Please check if you are qualified to attend the lecture when you make an appointment.
