The necessary procedure for a learner’s license (when your driver’s license has been expired for 6 months or more but not exceeding one year)

If your driver’s license has been expired without unavoidable reasons for 6 months or more but not exceeding one year, you are exempt from the leaner’s license test, excluding the aptitude test .
After the expiration of your driver’s license, you can apply for a learner’s license only at the Driver’s License Center in Futamatagawa.

An application form for a driver’s license and questionnaire (forms are available at the Driver’s License Center)
Your expired driver’s license (if you don’t have your expired driver’s license, please bring your identification such as your health insurance card, Individual Number Card (マイナンバーカードmy number card), passport, and resident card.
A Certificate of Residence (住民票 Juminhyo) issued within 6 months that shows your legal domicile (本籍 honseki) for Japanese nationals or your nationality for non-Japanese people. Photocopies are not acceptable.
A resident card ((在留カード zairyu card) or a special permanent resident certificate ((特別永住者証明書 tokubetsu eijusha shomeisho) for non-Japanese people.
Two photographs for the application: Please bring two photographs taken within the last 6 months (3.0 in height ×2.4cm in width). The photograph should show a close up of your face and the top of your shoulders with your head uncovered and with a solid color background.
