After the expiration of your driver’s license, you can apply for a new driver’s license only at the Driver’s License Center in Futamatagawa.

Types of expiration(Please check which type applies to you)

  1. Those whose driver’s license has been expired for 6 months or less due to unavoidable reasons.
  2. Those whose driver’s license was expired for 6 months or less from the expiration date due to unavoidable reasons last time and whose driver’s license has been expired for 6 months or less due to unavoidable reasons this time.
  3. Those whose driver’s license has been expired for 6 months or less without unavoidable reasons.
  4. Those whose driver’s license has been expired for more than 6 months but not exceeding 3 years, and it has been one month or less since their unavoidable reasons ceased to exist.

Note: Unavoidable reasons mean staying abroad, hospitalization, or incarceration. Being busy with work or other duties, not receiving a notification of renewal, or not noticing that you received a notification of renewal are not unavoidable reasons.

The phrase “it has been one month or less since their unavoidable reasons ceased to exist” means situations where “it has been one month or less since they came back from abroad” or “it has been one month or less since they were released from the hospital.”


Things to bring for application

  • An application form for a driver’s license and questionnaire (forms are available at the Driver’s License Center)
  • Your expired driver’s license (if you don’t have your expired driver’s license, please bring your identification such as your health insurance card, Individual Number Card (マイナンバーカードmy number card), passport, and resident card)
  • A Certificate of Residence (住民票 Juminhyo) issued within 6 months that shows your legal domicile (本籍 honseki) for Japanese nationals or your nationality for non-Japanese people. Photocopies are not acceptable.
  • A resident card (在留カード zairyu card) or a special permanent resident certificate (特別永住者証明書 tokubetsu eijusha shomeisho) for non-Japanese people
  • One photograph for the application: Please bring one photograph taken within the last 6 months (3.0 in height ×2.4cm in width). The photograph should show a close up of your face and the top of your shoulders with your head uncovered and with a solid color background. Apart from the photograph for the application, a photograph is taken for your new driver’s license on the day of the application.
  • Those whose Japanese driver’s license was expired due to unavoidable reasons last time and those whose Japanese driver’s license is expired due to unavoidable reasons this time need to bring a document that proves that they had unavoidable reasons such as a passport with records of entry and exit, medical certificate, and certificate of whereabouts (e.g., a certificate of detention/ imprisonment).
  • Those who have their foreign driver’s license: if you have a foreign driver’s license (note: your license needs to show that one year or more has passed from the issuance date) and at least one-year driving experience in the country where your foreign driver’s license was issued, please bring your foreign driver’s license.
  • If you are 70 years old or older, please bring the attendance certificate of the driving lecture for elders.
  • If you are 75 years old or older, please bring the notification of the result of cognition test, certificate of the result of driving test (if you have one), and certificate of attendance of the driving lecture for elders.

Service fee

  • Fee for tests: 1,900 yen per one category of the license
  • Fee for lectures: 500 yen for good drivers, 800 yen for normal drivers, 1,350 yen for drivers who committed traffic offenses or drivers who want to renew their license for the first time)
  • Fee for issuance: 2,050 yen (If you apply for two or more categories, you need to pay extra 200 yen per category) who need to attend this lecture: Drivers who are age 70 or more.
