Police Clearance Certificate
Applicant requirements
We will issue a police clearance certificate when you are asked by government agencies in a country or a district of your destination (embassies in Japan or Immigration Bureaus) to submit a police clearance certificate to them, and also:
- you are currently registered as a resident in Kanagawa prefecture
- your last resident registration in Japan was in Kanagawa prefecture (no longer registered as a resident)
* We cannot accept a proxy's application because the applicant's fingerprint is required for application.
Required items to apply for a police clearance certificate
Those who are registered as a resident in Kanagawa prefecture.
For Japanese nationals
- Valid passport (if there are changes in information such as name, they need to be reflected)
- Certificate of residence (valid for 6 months after issuance), driver’s license or individual number card
- Documents that confirm the necessity of the certificate

For Foreign nationals
- Valid passport (if there are changes in information such as name, they need to be reflected)
- Residence card, special permanent resident certificate, certificate of residence (valid for 6 months after issuance), individual number card or certificate of alien registration
- Documents that confirm the necessity of the certificate

*1 If you belong to the military or related agency, bring ID issued by them
*2 Certificates of alien registration have not been issued since July 9, 2012.
Those who live outside Japan and their last resident registration in Japan was registered in Kanagawa prefecture.
For Japanese nationals

- Record of removal from certificate of residence or resident records of family register (both are valid for 6 months after issuance)
- Documents that confirm your current address in a foreign country (foreign driver’s license or ID card)
- Documents that confirm the necessity of the certificate

Cautions
- You cannot apply for the certificate with copies of your passport or identity verification documents (certificate of residence, driver’s license or individual number card).
- Your name on the certificate must be the same as that written in the family register. Check your name on the family register in advance.
- If you need to renew your passport, make sure that you get it renewed before you apply for the certificate.

Applying for a police clearance certificate from outside Japan
You can apply for the certificate at a Japanese embassy or a consulate in the country where you live.
Contact them directly for how to apply.
* If you apply for the certificate in a foreign country, you cannot apply dually in Japan.

It will take about 15 minutes to complete the whole procedure, not including any waiting time.

Issuance of the certificate
- Your application will take about a week to process.
- You cannot receive the certificate by mail. All applicants must come in person to receive it.
* Please inform us when applying if you need to receive it by proxy.
【Receive by proxy】
When you receive your police clearance certificate by proxy, the following documents are required:
- Application receipt (It will be issued when you apply.)
- Applicant’s passport (Copy of the page with headshot is acceptable.)
- Proxy’s ID card that shows his/ or her name and current address
- Letter of proxy (Letter of proxy, PDF File)

Examples of documents to confirm the necessity of the certificate
When you need the certificate for your job:
Bring an application form with the applicant’s name on it, which refers to the reason for issuing the certificate which you need to submit to a government agency requiring the certificate. Also documents, such as a letter of assignment or transfer notice by a corporation which you belong to or an employment agreement, an acceptance letter and an invitation letter by the accepting company.

United States of America
If you are applying for permanent residency, an immigrant or a fiancé(e) visa, bring an email or a letter from the U.S. embassy in Japan or U.S. National Visa Center, stating your name or case number.
Brazil
If you are applying for a temporary visa, excluding sightseeing, a transit visa or a permanent visa, bring a copy of the last page of the electronic application (confirmation page) on the website of the Brazilian embassy in Japan.
Spain
If you are applying for a long-term stay or student visa, bring a copy of the visa application form.
Other cases
Bring a visa application form, an offer letter or other letters from embassies in Japan.
* Even if you have the documents mentioned above, there will be cases that we cannot accept your application immediately, depending on the country which requires the certificate or the reason for applying for it. Contact us ahead of time.
