Promotes Realization of a Safe and Comfortable Traffic Environment

The Kanagawa Prefectural Police are working to reduce the problems associated with the automobile society such as traffic accidents and congestion as well as environmental pollution. To do so, in 1991 it introduced a traffic control system that will allow the gathering and provision of more advanced traffic information. This system also aims to create a better environment for the people of Kanagawa and create a safe, smooth flowing road network. Based on the theme "For a people-and environment-friendly automobile society," a new traffic management system, the first of its kind in Japan, was introduced in Kanagawa in 19994. Furthermore, beginning in the spring of 1996, UTMS will act as an integral part of VICS.

The new traffic control system is a comprehensive traffic management system in which the conventional traffic control system is further advanced with the object of realizing a safe and comfortable automobile society by improving convenience to users of the roads.

Control of traffic signals responding to traffic condition and operation of changeable message signs are conducted in the control room based on data obtained from various detectors. Traffic enforcement commands are slso issued to the police on field.

Information about traffic congestion, required traveling time, the current state of roads, traffic regulations and availability of spaces at principle car parks is displayed in either text or graphic formats. By radio broadcast, the telephone service and car navigation systems using VICS, it is also possible to obtain information about traffic restriction, roads works, and events.

Presentation Of Traffic Data With Navigation System

  Vehicle Information and Communication System (VICS) information can be received by current car navigation systems by adding a VICS-dedicated function. Information is transmitted via roadside light beacons that are infrared vehicle detectors capable of two-way communications. The road traffic information transmitted includes static information such as current vehicle position and route guides, and active information such as that from traffic control centers concerning traffic congestion and accidents. Using this information, it is possible to make appropriate route detours and route selections in response to traffic conditions. In this way, this system contributes to better road safety, traffic flow and the improvement in the overall driving environment.
