A bicyclist's lecture course
A bicyclist who has repeatedly violated the specified 'dangerous behavior' more often than twice in the last three (3) years will be ordered to attend 'the bicyclist's lecture'.
Bicyclist's lecture
The lecture is a three (3) hour lecture course consisting of a test for his/ or her aptitude necessary for riding a bicycle and an individualized lecture.
(Lecture fee: 6,000 yen)
If you willfully fail to attend the ordered lecture course within the designated time period, you will be subject to a fine of up to 50,000 yen.
Summary examples of dangerous actions that are subject to the order to attend 'the bicyclist's lecture:
- Ignoring a traffic light
- Traveling on a street (or place) where bicycle riding is prohibited
Traveling on a street or place where bicycle riding is prohibited by traffic signs, etc., such as a car-free mall, 'pedestrian street', etc. (Except when you have permission from the chief of the local police) - Breach of duty to proceed slowly while traveling on a pedestrian street
Failure to proceed slowly, watching for pedestrians, while traveling on a pedestrian street where bicycle riding is allowed - Traveling on a pedestrian sidewalk or on the right side of roadway
Traveling on a pedestrian sidewalk where it is separated from the roadway and bicycle riding is prohibited, or traveling on right side of street (roadway) - Traveling on a side strip, where bicycle riding is allowed, at a speed and in a manner that you hinder pedestrian's passage
- Crossing the track while a railroad crossing gate is lowered
Crossing the track while a crossing gate is lowered or is in the process of being lowered, or the signal device is giving an audible alarm - Hindering the progress of vehicles that have the right of way at an intersection
Hindering the progress of vehicles coming from your left or traveling on a priority road, or progressing unsafely at an uncontrolled intersection - Hindering the progress of vehicles going straight or turning left while turning right
Hindering the progress of vehicles going straight or turning left while turning right at an intersection - Breach of duty to progress safely in a roundabout
Hindering the progress of vehicles traveling in a roundabout, or failure to proceed slowly when entering a roundabout - Failure to stop at a stop sign
Entering an intersection in disregard of a stop sign, etc., or hindering vehicles traveling on the crossroad - Hindering the progress of pedestrians on sidewalk, etc.
Failure to proceed slowly on the portion close to roadways or on the designated portion on sidewalk (except when there is no pedestrian on sidewalk), or failure to stop when you may hinder the progress of pedestrians - Riding a bicycle with impaired brake system
Riding a bicycle that has no brake system at all or an impaired brake system
*Riding a bicycle that only has either a front or a rear brake is against the law - Drunk driving
- Breach of duty to drive safely
Failure to manipulate the steering wheel or brake, etc., accurately, and driving a vehicle at a speed or in a way that you may pose a hazard to other people
*Riding a bicycle while holding an umbrella or using a smartphone resulting in a traffic accident may be regarded as a breach of duty to drive safely. - Obstruction of driving
Actions such as running other drivers off the road, suddenly braking unnecessarily and ringing a bell persistently with an intention to obstruct traffic of other vehicles (including bicycles).
