Police Clearance Certificate


Those who are eligible for application:

Those who can apply for the Police Clearance Certificate must:

  • have currently registered their residence in Kanagawa Prefecture; or
  • had registered their last Japanese residence in Kanagawa Prefecture (and their resident registration has been currently deleted), while they are requested to submit a certificate from a public agency (embassy, immigration bureau, etc.) representing the country (or territory, etc.) of their destination.

*Applicants must be fingerprinted. All applicants are required to come in person.

Documents required:

  • Photocopies of passport or identity verification documents such as a certificate of residence, a Japanese driver’s license, etc. are not acceptable.
  • Prior confirmation of your name in the Family register is needed since you are required to put the name shown in the Family Register on the application form.
  • Please come to apply after renewing if your passport needs to be renewed.

Documents Required for Persons Residing in Kanagawa Prefecture in Japan:

Japanese applicants will need:

  • Valid passport (its amendments such as name, etc., if any, must be completed prior to application.)
  • A Certificate of Residence issued within the last six months, or a Japanese driver’s license.
  • A document issued by the government, or other public agency, representing the country (or territory, etc.) you are submitting the certificate to, showing your name.

Foreign applicants will need:

  • Valid passport (its amendments such as name, etc., if any, must be completed prior to application.)
  • A Resident Card; Certificate for Special Permanent Resident; Certificate of Residence issued within the last six months; or an Alien Registration Certificate. *A US Forces ID card is necessary for USFJ personnel.
  • A document issued by the government, or other public agency, representing the country (or territory, etc.) you are submitting the certificate to, showing your name.

*As of July 9, 2012, Alien Registration Certificates are no longer issued.


Documents Required for Persons residing outside of Japan and had their last registered residence in Kanagawa Prefecture:

Japanese applicants will need:

  • Valid passport (its amendments such as name, etc., if any, must be completed prior to application.)
  • Either an official copy of the Past Residence Registry or an official copy of the History of Registered Address (indicating your last residence) issued within the last six months
  • A document that shows your present address abroad, such as a foreign driver’s license, etc.
  • A document issued by the government, or other public agency, representing the country (or territory, etc.) you are submitting the certificate to, showing your name.

Foreign applicants will need:

  • Valid passport (its amendments such as name, etc., if any, must be completed prior to application.)
  • An official copy of the Past Residence Registry
  • A document that shows your present address abroad, such as a foreign driver’s license.
  • A document issued by the government, or other public agency, representing the country (or territory, etc.) you are submitting the certificate to, showing your name.

Overseas Application

You may apply for the certificate at the Japanese Embassy or Consulate in the country of your present residence. Please contact your local embassy or consulate directly for instructions on application.

NOTE: After applying for the certificate at the Japanese Embassy or Consulate in a foreign country, your application will be unacceptable in Japan.


Office Hours:

Monday through Friday: 8:30 – 11:30 AM and 1:00 – 5:00 PM

(The office will be closed: Saturday, Sunday, National Holidays, and Year-End and New-Year Holidays.)

It will take about 15 minutes to complete the whole procedure except for waiting time.

Issuance of the certificate

  • Your application will take about a week to process.
  • You cannot receive the certificate by mail. All applicants must come in person to receive it.

*Please inform us when applying if you need to receive it by proxy.

【Receiving by proxy】

When you receive your police clearance certificate by proxy, the following documents are required:

  • Application receipt (It will be issued when you apply.)
  • Applicant’s passport (Photocopy will be acceptable.)
  • Proxy’s ID card that shows his/ or her name and current address
  • Letter of proxy (Letter of proxy. PDF File)
