Police Clearance Certificate


Persons applying for the Police Clearance Certificate are required to submit a certificate from a public agency (embassy, immigration bureau, etc.) representing the country (or territory, etc.) of their destination.

Those who can apply for the Police Clearance Certificate must:

  • have currently registered their residence in Kanagawa Prefecture; or
  • had registered their last Japan residence in Kanagawa Prefecture, and their registration has expired.

Applicants must be fingerprinted. All applicants are required to come in person.

Documents Required for Persons Residing in Kanagawa Prefecture in Japan:

* All applicants must have registered their residence in Kanagawa Prefecture.

Prior confirmation of your name in the Family Register is needed. You are required to put the name shown in the Family Register on the application form. NOTE: No photocopies are acceptable.

Japanese applicants will need:

  • Valid passport and amendments, if any, and must be completed prior to application.
  • A Certificate of Residence issued within the last six (6) months, or a Driver’s License.
  • A document issued by the government, or other public agency, representing the country (or territory, etc.) you are submitting the certificate to, showing your name.

Foreign Applicant will need:

  • Valid passport and amendments, if any, and must be completed prior to application.
  • A Resident Card; Certificate for Special Permanent Resident; Certificate of Residence issued within the last six (6) months; or an Alien Registration Certificate. NOTE: A US Forces ID card is necessary for USFJ personnel.
  • A document issued by the government, or other public agency, representing the country (or territory, etc.) you are submitting the certificate to, showing your name.

* Effective July 9, 2012, Alien Registration Cards are no longer issued.

Documents Required for Persons residing outside of Japan and had their last registered residence in Kanagawa Prefecture:

Japanese applicants will need:

  • Valid Passport and amendments, if any, and must be completed prior to application.
  • Either an official copy of the Past Residence Registry, or an official copy of the History of Registered Address issued within the last six (6) months, indicating your last residence.
  • A document that shows your present address abroad, such as a foreign driver’s license.
  • A document issued by the government, or other public agency, representing the country (or territory, etc.) you are submitting the certificate to, showing your name.

Foreign applicants will need:

  • Valid Passport and amendments, if any, and must be completed prior to application.

*Depending on the country (or territory, etc.), your application may not be immediately accepted, or you may not be required to submit a certificate.

*You need to confirm the validity of the certificate to the public agency to which you are submitting.

Overseas Application

You may apply for the certificate at the Japanese Embassy or Consulate in the country of your present residence. Please contact your local embassy or consulate directly for instructions on application. NOTE: After applying for the certificate at the Japanese Embassy or Consulate in a foreign country, your application is unacceptable in Japan.

Issuance of the certificate

  • Your application will take about a week to process.
  • You cannot receive the certificate by mail. All applicants must come in person to receive it. Please inform us when applying if you need to receive it by proxy.
